My son recently moved into a home which has a garden water fountain. It works intermittently - didn't work for a month, then worked for a day and now stopped again. What could possibly be wrong and how can he get it to work again?

could be a number of things the pump is bad the pump is clogged the water supply if a well pump has issues etc etc
Sounds like it's electrical. If the pump works, even intermittently then it's probably not mechanical - it does function just not all the time and if it works fine then stops then starts working fine again then the power source is the first thing to have checked.
